External HDD, recognized, but "no media," won't populate, unusable, No?

I'm not an IT Pro, but this was the closest. My apologies.

There is a blank line  for it in the partition map. No in the capacity listing. I think the system treats it like a DVD drive with no disk inside. External LaCie HDD, USB 3.0, 3TB, recognized, but "no media," won't populate, no folders, unusable, No?

Win 8.1, Lacie 3TB drive, 

Seems to have installed automatically, has drivers of some kind, "Performing Properly," but no partition showing, and apparently not formatted. I can't see how to format it. There used to be "reinstall driver" option, but don't see that.

Open Control Panel\All Control Panel Items\Administrative Tools\Computer Management\Disc Management

Can you see the drive there? If, then right click on that and select Format.

I noticed that this drive need a USB 3.0 port to support it.
Have you noticed that?
Please ensure you have plugin through an USB 3.0 port. If the machine is a little old, I doubt whether it supports USB 3.0 device.
